Whole and General Systems: A new conceptual framework and paradigm: Tools, Links and Comments

Venus and David, -

Their capabilities co evolve, grow together as biological humans. When people share a common vision, they argue about details. Quanta theory is a real paradigm shift from a machine model, clock work world, with hard parts and material hard pieces, to a world of strange and mysterious forces. Up until now we thought we could figure it all out. It was just a matter of time before we" solved " the puzzles of the universe. Quanta theory is a lot more than the problem of energy and location.

The concept of Complementarily is the ability to look at one and the same event with two or more frames of reference, with different prospective, with different time frames and view points atone and the same time. Chaos theory, finding patterns in random events, often seems to explain nature in ways that deterministic models could not.
Synergy is about social, educational, political and business evolution working in a New World Order.

Technology is going to make the world around us smart

as we move away from proprietary architectures to a standards-based ecology of information.

We still need a name for the UCD: UNIVERSAL COMMUNICATION DEVICE or "information - communications - appliance - utility- network computer, cable or wireless black box modem, play station, boom box, CD, DVD, telephone, wireless, cordless, portable, TV, radio, pager, laptop, notebook, library, GPS, map, yellow pages, combat walk and talk and call in air strikes more".

The market for the bandwidth and the appliances is global - with billions of clients world wide.

The money is in software now moving from "programs" to content.

The content will be interactive media that includes program functions. ISP such as AOL, will provide multimedia E-mail as a word processor that can handle graphics, photographs, soon video and data files.

The browser becomes a universal systems package do all the most common functions as plug-ins.

The USB universal serial bus ties to printers, sound and video systems, play stations, phones, keyboards and voice commands, other appliances and services. Microsoft-NBC-General Electric, merge into a convergence of media and communications services. Time-Warner, the News Corp., Disney-ABC, are positioning themselves for the transformation of many business into one.

The current crop of Internet stocks are unlikely to be very important.

Other business includes finance, matching buyers and sellers, and a thousand other ideas and items.

The ISP becomes a bank and travel agent, department store, and service center. Wal-mart, Sears and other may need their own ISP. Clients will pay the ISP for telephone service, cable, lease of hardware, Internet, credit, and may buy their insurance, tickets, or dishes from a company they trust, so it all adds up.

A limited set of functions and libraries in or around a CPU, with the capacities of a play station, will run a package of on demand utilities called from the network. Once there is a break in the bandwidth, your browser can quickly call down any packages it may need - high speed smart updates means you don’t have to have everything stored. Office systems can do this now but are afraid to be pioneers with arrows in their backs. Once Sun, Oracle, IBM or others really have high performance objective networks there will be no need for the bloated windows operation systems.

The market often is as slow as the political process in facing the inevitable forces of technology and social history. Cartels and semi-monopolies are the natural outcome of free competition because organizations can join together to control markets.

The robber barons of the late 19th and early 20th century, such as Morgan, Carnegie, Mellon, Rockefeller, Stanford, Dupont controlled steel and oil, railroads and chemicals. General Motors president Alfred P. Sloan worked with the du Pont's to control the auto market. A U.S. Court of Appeals finds that Aluminum Co. of America (Alcoa) held a 90 percent monopoly in U.S. aluminum ingot production before the war, a monopoly enjoyed by the Mellons for more than half a century. See RCA (NBC - Victor ) below..

Sun's McNealy portrays perils of running the Wintel 'gauntlet' ) ( Windows/intel )

http://www.excite.com/computers_and_internet/tech_news/zdnet/?article=zdnews2.inp

Scott McNealy, CEO of Sun Microsystems Inc., one could easily draw the conclusion that most of the ills in the computer industry stem from one company and one company only.

The charismatic McNealy used large portions of his keynote address here Thursday at Sun's JavaOne developers conference, as well as a subsequent press conference, to paint Microsoft Corp. as a ruthless monopoly destroying companies and promoting a flawed business model.

"

The market economy works until somebody gets so much market power that they are beyond market principles," he said.

McNealy said Microsoft's monopoly on the desktop through the Windows operating system enables it to sell "bloat" like Office 2000 that people have to buy.

"

The other opportunity it has is to go out and buy little companies that wouldn't normally be successful, bundle them into their Windows or Office hairball and use their lock-in and monopoly leverage to make them successful and drive everyone else out of business," McNealy said. "That makes everybody want to sell their company for a price lower than they want to because if you're not the one bought, you're done."

One of the best examples of how new technologies can be dominated by powerful forces that control standards was the companion development of hardware ( Radios, phonographs, and then television ) as well as soft ware, the programming, records and content necessary to sell the product. People won’t buy radios or TV if there are no stations, there can’t be stations until people have radios or TVs. RCA supported the networks in order to sell radios.

Then they made more from the broadcasting then they did from hardware.

Sarnoff, David, 1891–1971, American radio and television pioneer; b. Russia. He worked for the Marconi Wireless Co., winning recognition as the narrator of the Titanic disaster (1912). After the Radio Corp. of America absorbed (1921) Marconi, Sarnoff became general manager. As president (after 1930) and chairman of the board (from 1947) of RCA, he played a major role in the development of television.

A superheterodyne circuit developed by U.S. Army Signal Corps major Edwin Howard Armstrong, 26, became the basic design for all amplitude modulation (AM) radios. It greatly increases the selectivity and sensitivity of radio receivers over a wide band of frequencies (see 1906; FM, 1933). Radio Corp. of America (RCA) was founded by Owen D. Young (see 1919) who loans Ernst Alexanderson to RCA which will employ him as chief engineer for 5 years (see 1906). RCA acquired the Victor Co. and become a radio-phonograph colossus but anti-trust court actions will separate RCA from GE (see VICTROLA, 1906; NBC, 1926). David Sarnoff urges marketing of a simple "radio music box."

The American Marconi Co. says his plan will make the radio "a ‘household utility’ in the same sense as the piano or phonograph" (see 1912; 1920).

American radio and television pioneer who proposed the first commercial radio receiver and in 1926 formed the National Broadcasting Company.

The first vinylite phonograph record appears in October. RCA-Victor issues a new recording of the 1895 Richard Strauss work Till Eulenspiegels Lustige Streiche, but vinylite will not displace shellac until the perfection of long-playing records (see 1948).

The projects/documents/JOURnal we are now working on are: AN ACTIVE TOUR of the Internet WHAT'S NEW

Professor Pete's guide to doing business on the internet..

The TOUR gives an idea of the methods we want to use in building the VIRTUAL CLASSROOM.

The system could be rented as the training facilities listed below (hocf.htm is a list of corporate universities ) as well as to schools, colleges, and Universities around the world. It is unreasonable to expect every institution to build it's own electric classroom when rented space can be more up-to-date and have the interactive features needed.

To use a classromm on the Global Village School house is as easy as getting a site. Something missing:

An astro-physicist has said ‘ there is no reason that people should be ever be able to understand the universe’. Our biological and intellectual background is so naturally limited by our life experience here on Earth. We have no way of comprehending or visioning space time plasma that behaves in ways impossibly strange to our ways of being and knowing. Atomic physics involves models that are not intuitive - even counter- intuitive.

Most people who have ever lived on this planet, were born and died within a fifty mile range.

Their perceptions are defined within what is called a tribal culture - part real and part superstition. Applied rational knowledge is fairly modern as a cultural style and still not seriously or firmly established as a norm.

The irrational base of human understanding is clearly demonstrated by politics and commercials.

NOW as we enter into a global technical society our social world is as little understood as the physical.

The new world order - lacks a vision or social psychological foundation. ]

The technology itself is revolutionary.

The global economy requires new models of thought. It’s not surprising that it is difficult and there is a lot of active and passive resistance.

The leaders and leading institutions often don’t get it. Non-liner, transactional, mutually dependent rapid change appears to many as anarchy and chaos - morally questionable and in conflict with traditional values. That is because global transformations are a real revolution. Serious changes are disruptive of the existing order.

RE: Proposal for on-line class in Thinking Skills

Creative Thinking in Education and Management

Part of the Master of Arts in Creativity and Innovation" Edward de Bono's Design and Development of thinking, University of Malta http://www.is.unimt.mt/~create/

We are currently exploring the possibility of setting up an online version of the MA in Creativity and Innovation using internet and other computer-mediated techniques.

The design of such a course requires close interaction between people with established skills in course design and internet page authorship together with a flair for transmitting skills and knowledge in the area of Creativity and Innovation. If you think you might be able to collaborate in this new venture please contact the programme coordinator with an indication of your potential contribution and qualifications.

Ca. $ 285.00 3 graduate Credits ( can be used for in-service points for most U.S. State Dept. of Education requirements )

On-line methods:

We will use http://www.wiredbrain.net/ as a home site.

The students need a good Internet connection with IRC ( chat ) and FTP ( file transfer capacities ).

The reading will be available for down loading from the site.

The students will complete original projects and examinations.

Students can sign up anytime.

They registrar via e-mail with the University and pay their fees.

The instructor gets paid 60 % of the fee and provides the on-line services.

The students work is put into their own web pages and can be subject to external evaluation by members of the department ( rather that the instructor ). This creates a more common interest in doing the best work possible and avoids "games" about grades.

The student continues until the external reviews approve of a grade the student will accept.

Dr Edward de Bono is widely regarded internationally as the leading thinker about thinking. He is the organiser of lateral thinking, the widely used Six Hats method, water logic (and flowscapes) and the CoRT programme for the direct teaching of thinking in schools. He has written over fifty books with translations into twenty-eight languages and has made two TV series. He was a Rhodes Scholar at Oxford and has held faculty appointments at the universities of Oxford, Cambridge, London and Harvard. A recent compilation of the 250 most significant contributors to human development in the history of the human race includes Dr de Bono.

His ideas are based directly on an understanding of the human mind a self-organising information system. He believes that our traditional habits of thinking are no longer sufficient in a changing world.

The effort to stay "up-to-date" in the Internet business and the INTRA-net, office suite applications, connecting MS Office 96 to the Internet maybe of greater financial importance than the "pop" culture on the web. BUT..BUT.. it's a jungle out there. "Market.htm

These new methods will have a immense impact on education and a lot of other things we do. In all case you need to look for yourself to get the feel of what this is all about. Take the tour.

The two developments that are important right now are Narrative Communications ( www.narrative.com ) and WEBTV ( www.webtv.net ).

It is moving so fast that the news programs can't keep up except maybe POINTCAST visual ( www.pointcast.com ) and Timecast ( www.timecast.com ) real audio services. That is the point. Yesterdays news is not good enough, people have to make choices every day and it gets harder and harder. What ever you think today will be different soon.

The big time MEDIA companies ( Sony, Time/Warner, CNN, NBC Microsoft ) thought the real interactive stuff would have to wait on " broad band " cable or direct T.V., or cell phone type microwave systems or maybe cheap high quality phone lines. Who knows ? Take a look at the demo of WebTV and CNN interactive.

There we are with our cable, we turn on a channel, and there is the Internet ( controlled with Surfwatch so our kids won't look at the nasty stuff ) with E-mail, all it's resources. What's the difference with what I am doing now ? What about the word processor, the FTP and IRC ( chat ), maybe all in the TV version of Netscape.

The Sony box maybe a little as $150.00 with game port windows.

The big difference is video at full speed.

The Word Processor can be downloaded in seconds so I don't have to have it on a hard drive. I guess - but I don't like it - It doesn't matter if we like it or not .. it's like hurricane Bertha, it's going to do what it is going to do and there is nothing I can do about it, except flee or face it. It turned out to be more hype that any real problem for Florida.

TODAY'S Example: From the what's cool button on Netscape Browser.

NARRATIVE COMMUNICATIONS No more waiting for graphics and audio files to download - Narrative's Enliven viewer, a Netscape Navigator plug-in for Windows, gives you streaming multimedia on the Web.

Now you need to down load the plug-in and use Netscape 2 - does not work yet on Gold 3 ( I had to get a copy from 205.218.156.36 the netscape ftp, much faster than their download pages )

Then it worked ( after several tries and a reboot ) plays a video type CD talking page.

The stream in real audio has now become a video play with buffer. Rather than download, setup application and play - it can run off the web pages. GO TO the TOUR for examples.

Look at the Cable systems alternative: WEBTV http://www.webtv.net/HTML/home.about.html

See CNN Story We're late to get to retailers.

They've already made a lot of their fall plans," said Ed Volkwein, senior vice president and general manager of sales and marketing at Philips. "This could be the hottest thing for Christmas."

RE:

The Bermuda TRIANGLE:

The explanation for the "Bermuda triangle" phenomena is that there is nothing to explain.

There is no marvel because there is no statistical difference.

The explanation to the RASH of Black Church fires may be the same. No more boats or planes ( given the traffic ) disappear in the Bermuda triangle than anywhere else and the number of wooden church fires has not increased. In is all in the perspective.

Most of what happened to public education is that:

The number of "special needs" children from 3 % to 18 % and growing rapidly and use up time and resources. While the average child gets 3 or 4 thousand in services ( 50 % used up in overhead ) special needs children average 15 thousand. Learning disabilities, Attention Deficit Disorder, Behavioral problems, Teen Age Mothers, all suffer from the Bermuda Triangle syndrome - regular events are treated as exceptional and extra- ordinary - there is no problem there in most cases, the kid is fine the system stinks. A rose is a rose, Gertrute Stein wrote, she also said about someplace, I think LA, that there is no there - there. ) But each disability has a powerful lobby.

# the number of children from single (and divorced) households increased almost an order of magnitude from 5% to 35 % of the total.

# Television does brain damage, ( really ) especially to young children.

# the top 25 % of academic talent stopped becoming teachers in public schools as other career opportunities became open to women,

# the number of well paying semi-skilled industrial jobs has been cut in half,

# more children stayed in schools longer with the expectation of going to college, but without motivation or academic interest or talent,

# and the military became much more selective.

# Well meaning legislation, such as

The American with Disabilities Act have created a paper war, ESOL ( English for Speakers of Other Languages ) is a nightmare, and that is only one of dozens of 'special this' and 'required that' which tie the system into knots and divert need attention from helping kids learn to learn. Case law has added more problems and makes everyone too worried.

The American comprehensive high school mostly prepared factory workers, ( Suburbs offered academic schools for upper middle class parents ) lower middle class women found teaching a social step up, and boys in trouble went to work or to the military.

Now teaching is a low status factory job, boys in trouble cause trouble ( a lot more violent because of T.V. and single parents ) ..

SO the answer is....

Small, smart, stable schools that meet the social biological needs of children. ( District # 5 in NYC )

Military or CCC detachments of young men that would end up in jail - not just boot camps but two years of military type service for anyone that wanted to join ( or go to jail - a choice parents and Judges used to use a lot ).

National Schools for talented:

National magnate schools foundation, ( and teacher training institutes ) were the teachers are federal civil servants paid and treated as professionals would be a model and a good start, like in North Carolina. Started for the 1 % "genius" these schools could moving toward the 5 % of children doing world class academic work, especially in science, engineering and math.

The crisis of the Talent gap could promote a national set of pattern schools, as lab schools, test beds R & D centers.

The regional educational labs should always have had a school of their own. University schools could be more important. Private models can be used.

National Charter schools could escape from the petty fogging bureaucracy of state departments of education. I have one in mind.

Product Invention Hobby WOW Consume Commodity

Railroads 1780 1820 1850 1890 1920

Auto's 1890 1910 1920 1930 1950

T.V. 1930 1950 1960 1970 1980

Cable 1950 1960 1970 1980 1990

HVS/VCR 1960 1970 1975 1980 1985

Internet 1965 1970 1990 1996 2000

The time between invention and mass production is the period where the "infrastructure" ( stuff underneath ) and standards are established. Railroads requited finance, rights of way, standard gages, stations, coal and all kinds of industrial capacity. Auto's that Henry Ford changed from a rich mans hobby into mass market require a complex infrastructure of roads, gas stations, regulation, etc..

T.V. had the same problem as the Internet, first the quality had to be good enough, the price low enough, and their had to be something on it. General Sarnoff ( RCA ) promoted radio stations so he could sell radios. Zenith supported FM and TV to sell sets. Gillete supports razors to sell the blades. Cable required " critical mass" of content only possible with space technology and Turner's type distribution. VCR/HVS needed standard tapes, content ( video stores and movies on tape ) and a lower price.

The Internet is going through the stage where it moves from a hobby and tool of specialist to a consumer commodity faster than any other new technology because the infrastructure is in place, they are creating standards as it goes along, content is expanding as rapidly as the users. Netscape gave away the razors and will sell the blades, in the form of servers, and office products. Microsoft gave away ( for a few thousand dollars ) to IBM, DOS so it could sell the contents and control the operating systems.

RE:

The Candidate:

We all know the "system" doesn't work. Politics gets more and more unreal. We need a constitutional convention called by the states.

The reforms would be to design a more parliamentary form of government with responsible political parties, some form of proportional representation. We helped write a excellent constitution for the German Federal Republic, under General Clay's position during the occupation ( 1946 - 7 ) and we have the talent to reform ourselves. We can't expect the system in Washington to reform itself. We have to understand how the system really works and what it will take to change it.

We all have different talents. In public affairs there are those that are smart as legislators, with the complex skills of deal making, as managers, good at promoting their ideas, fixers and wheeler dealers, and some at being great candidates. Only Franklin Roosevelt was good at it all.

Bob Dole has to be one of the worse candidates in years. He has many other talents but running for office, in a media context, is not one of them. Bill Clinton is a great Candidate and has some talents in other areas.

The result is the quality of choice is very limited, almost meaningless, so people are turned off. Most other countries have stable political parties with internal discipline.

Their leaders are tested in important talents besides being a candidate. Most of the other industrial states have more reasonable governments. This gives them an advantage in bi-lateral negations, in industrial policy, in education and infrastructure, and makes others more competitive in the world economy than we are.

Money and politics:

The goal of political reform should be to take away the profit motive in our election process.

The attempts to control money by regulation is hopeless because if individuals have personal power, the market will find a way around any rules. If we had disciplined national parties, individual candidates and office holders would not have the power to shake down organizations for money.

There is synergy between money and politics, and we end up with the best government money can buy.

The issue is NOT only that greedy special interests bribe hungry politicians, but there is a shake down - or protection racket going on. When you need money as a candidate, you suggest some awful piece of tax policy, regulation, that would cost an industry a lot of money.

Then they pay up. In local politics the example is how sheriffs and boot leggers work together to spread the money around. Using high sounding rhetoric there are extensive rules controlling taxes, booze, drugs, land use, big budgets, contracts, grants, etc. all which give the power to benefit, or threaten and get paid off.

Individual members of parliament do not have the power to threaten or benefit contributors. But the current system can not reform itself ?

The idea is to have disciplined parties that actually preform on their campaign platform.

The candidates for a real party can's just do what ever they want once elected.

The majority of people want less government, want to take power away from Washington, want to reduce regulation, etc. but have not been ready to face this central issue, a systems problem, the way system works makes the achievement of their desires impossible. Republican committee chairmen are the same as their Democratic colleagues.

They need the power, to hurt or help, to raise the money to stay in office.

What is needed is a constitutional convention called by the states.

The reform would be more parliamentary and include some from of proportional representation as New Zealand as done. We helped write an excellent constitution for the German Federal Republic, under General Clay's position during the occupation ( 1946 - 7 ) and we have the talent to do it for ourselves.

RE:

The horn in the fire

http://quantumweb.c om/robin/disco.html WIDTH= An anthropologist at the University told me that Laps when they hunt ( reindeer ) have lots of information and theories about the habits of their prey. Sometimes because of changes in climate the patterns of reindeer migration change. After trying what they know, after using magic, and the Laps are still hungry, they call in the wise man, consultant.

The shaman throws a reindeer antler into the fire. He examines the patterns made by the fire on the bone and that becomes their map for the hunting.

There is an article in today's Dallas Morning News regarding the certification of teachers in Texas. You might not be able to teach anywhere else, Peter, but you could teach in Texas as of about a year ago. As you might guess, there is a lot of controversy about not requiring certification of teachers. It's rather short as articles go, so here it is:

When the legislature approved changes in Texas schools last year, most folks heard about charter schools, altering the no-pass, no-play rules and a get-tough policy on problem teens.

Most people, including teachers, still don't know that the law allows uncertified teachers in the classroom.

Senate Bill 1, passed in May 1995, allows districts to give teaching permits to anyone with, or, in some cases, without a college degree.

Even though the option is there, some school districts are not quite ready to try it out.

"/de're not sure how to interpret the law," said Malcolm Turner, director of elementary education and recruitment coordinator for the Arlington Independent School District. "

The state says if you have a degree you can teach. But we do not employ just anybody."

Normally, teachers must be certified before they can be hired by a public school district. Most teachers receive their bachelor's degrees in a particular field such as English and take education courses. A growing number of teachers go through what is known as alternative certification.

They are trained by school districts, usually in short summer courses. In both cases, the would-be teachers must pass a state test in their field before being certified.

Now, school districts can issue permits to employ someone as a teacher in a particular class or subject who does not have a teaching certificate. A bachelor's degree is required, unless the person is teaching only vocational classes or technology.

The permits are good for that subject or class only and can be used only within the assigned district.

One teacher representative said that if not held in check, the permits could potentially damage the quality of the teaching profession.

"If there is no professional oversight, then there could be a problem," said Lonnie Hollingworth Jr., director of legal services for the Texas Classroom Teachers Association.

Legislators who included the teaching permit section did so to make it easier for districts to allow experts and professionals from every field to teach in the classroom.

"

The concern was that you could have a recognized expert in, let's say, physics, like Albert Einstein, and he couldn't teach in a Texas high school without jumping through all the rigors to get there," said Senate Education Committee Chairman Bill Ratliff, R-Mount Pleasant. "It was designed to allow the use of exceptional people." (end of article)

FEDERALIST No. 51

The Structure of the Government Must Furnish the Proper Checks and Balances Between the Different Departments From the New York Packet. Friday, February 8, 1788

HAMILTON or Madison http://www.eff.org/pub/Legislation/Freedom_Shrine/feder alist.papers

Ambition must be made to counteract ambition.

The interest of the man must be connected with the constitutional rights of the place. It may be a reflection on human nature, that such devices should be necessary to control the abuses of government. But what is government itself, but the greatest of all reflections on human nature? If men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controls on government would be necessary. In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.

The most important document in our civic religion, is the declaration of Independence. We observe today the universal truths it proclaims. I have hear people say there are no universal truths. Tao De Ching - Lao Tze Such small voices, but creation does not depend on their understanding the universe, that does not care much about what we think.

The truths. like Atoms, exist even if there was no planet earth, the issue is how to put ourselves in a proper relationship with the universal truth that do exists. It represents the evolution -- and resolution -- of the terrors and dilemmas of Step penwolf, Demian, and Siddhartha.

The obsession of the few who made a revolution was to made a place on this planet for truth.

The idea of a civilized society depended on a balance of power and freedom, control under due process, rational public order, where natural law could protection the civil process and property of the few who are rich from the passions of the many factions, special interests, regional loyalists, ideologies, religions of the more numerous poor. Government must be both effective and just .

The rebellion of the American Colonies was not a social revolution, or even very important in the transfer of political power from GB to a independent state.

There have been many social revolutions and many states have become independent. Often it did not work out well or made little difference, as in Latin America.

In the case of the American Colonies, the revolution was more profound and consequential.

The event demonstrated the unbending of human spirit, the bright light of reason, from domination and superstition, reflected a passion for justice. Justice means not a blind unquestioned obedience to higher authority, or freedom to do as you please.

<BR><B><h4> The Sign of the Mason's

The American system is based on the 18th century ideology of the Blue Lodge ( Scottish Rites ) of the Free and Associated Masons.

The Lodge masters; Franklin and Otis, the founders, George Washington, Jefferson, Madison and Hamilton, both Adams, Jay and all the other signers of the Declaration of Independence, understood obedience and freedom from the Hermetic philosophy of their lodges. Without understanding how the Mason's organized and conducted the rebellion, the events will not make sense and you might miss the whole point of the modern world.

The ideal is powerful as the shot heard around the world. People can manage their own affairs and behave reasonably in a civil society without Kings, Priests, and official dogmas.

FEDERALIST No. 10

The Same Subject Continued (

The Union as a Safeguard Against Domestic Faction and Insurrection)
From the New York Packet.

MADISON ON-LINE:

To the People of the State of New York:

AMONG the numerous advantages promised by a well constructed Union, none deserves to be more accurately developed than its tendency to break and control the violence of faction.

The friend of popular governments never finds himself so much alarmed for their character and fate, as when he contemplates their propensity to this dangerous vice. He will not fail, therefore, to set a due value on any plan which, without violating the principles to which he is attached, provides a proper cure for it.

The instability, injustice, and confusion introduced into the public councils, have, in truth, been the mortal diseases under which popular governments have everywhere perished; as they continue to be the favorite and fruitful topics from which the adversaries to liberty derive their most specious declamations.

that our governments are too unstable, that the public good is disregarded in the conflicts of rival parties, and that measures are too often decided, not according to the rules of justice and the rights of the minor party, but by the superior force of an interested and overbearing majority.

RE: A proposal for the classroom of the future:

For a tour of the future of teaching on the Internet look at our new TOUR GUIDE

I want to find about $100,000 to build a prototype Internet classroom. We will take a tour of what that classroom may look like but first the administrative idea. When the technology is changing as fast as the Internet ( I don't believe any technology, even Military has moved so fast - but in both cases the motivation is the same kill or be killed, survival depends on your tools and organization ) it is impossible for me to write a detailed plan, submit it through the grants cycle and then if I get funded in a year, then do what I had suggested a year ago. So we need a contract with NSF, PBS, Digital ( AltaVista ), Microsoft, IBM. Motorola, Intel, Carnegie Endowment for the Advancement of Teaching or other public or private fund to support us.

The contract forms a management board, decisions are made and money is spent. Someone out there knows how to do this.

It is quite possible to get donations, beta software or have to pay high prices. A VDO server could be free or $ 10,000 or some clone could come along. We also need a real radio site, and hot Java scripting. We have the site synergy.trevista.com.

The prototype will be better than anything I've seen out there but I may discover a whole new concept tomorrow.

The model I have in mind uses the graphic and search of AltaVista, the sounds of real audio and the pictures of VDO. It's a living and connected textbook.

The board controls the expenditures. We may cost more or less then any plan could predict.

The important point of not getting kick backs, paying bribes, stealing, and being effective is more likely than under the standard grant conditions.
